Internet drops out intermittenly - Time Warner Internet

This question is about "Internet drops out intermittenly", with Time Warner Cable internet and apps. So 2 techs have been out ot our place already and replaced lines, grounded our cable lines etc.

I still have been having issues with internet dropping out. 2nd time techs came out they said it was my old modem... I didn't believe it was but I did what they asked and purchased a new modem but still having issues with their service dropping out. Today has been horrible, with 20+ times the internet has dropped. At what point can you request a network engineer to come out and assess the issue? I've very tech savy and use ping plotter and other programs to see where the issue might be and I'm seeing it at their first hub. I've had similar issues with this at a previous residence and took months for them to actually listen to me and get it resolved... I don't want to deal with this again. Anyone have any recomendations?
