Ordering the "free digital receiver" - Time Warner Internet

This question is about "Ordering the "free digital receiver"", with Time Warner Cable internet and apps. I ordered the receiver on line as per instructions on 6/2/18. The instructions stated 3-5 business days for receipt. I printed out the order information for my records. On 6/12 I had not received the receiver so called to check on the status and was told by customer rep that there was no

history of such order and internet orders frequently are not on record. So she placed the order for me and anticipated arrival is 6/15. With a 6/19 deadline requiring all tvs to have a digital receiver to continue service, why is there an issue with online ordering and how many paying Spectrum customers will be without service come 6/19?

Then yesterday I receive a "Final Notice" letter from Spectrum.
