Send/Receive Error - Time Warner Internet

This question is about "Send/Receive Error", with Time Warner Cable internet and apps. I am using Outlook 365. When i open my email i see a "Send/Receive Error" at the bottom of the email page. I've called and spoken to 3 different Spectrun Email Tech's and they don't have a clue. They all blame Microsoft. I called MS and spoke to an Outlook Tech. He took control and checked all my setting with my email account, ran a program to check for any Office issues and all checked out.

The error message is get is:

The server responded: 5501,1,0 ESMTP server not available AUP#O-1070.

Does "ANYONE" at Spectrum have any (Clue) idea what this is about? If not, then i'll continue as is.
